Study to value the costs and benefits of biodiversity restoration options in the event of significant damage to sensitive environments. The study will eventually form the basis of an environmental liability regime to facilitate the application of the EC Treaty and EC Environmental Law enshrining the basic principle that the 'polluter pays' for remedying the damage they might have caused. The study will examine environmental economics techniques and alternative systems for estimating the value of biodiversity assets; develop criteria that establish what defines significant damage to biodiversity and minimum levels of restoration required; and based on the above, identify cost-benefit tests that can be used to assess the benefits of restoration options and their costs. This will be tested on a number of appropriate case studies.
