As part of an ongoing EC-Tacis programme to assist with the restructuring of essential industries, MEP were the lead consultants in a consortium to support the Department of the Fish Industry Complex and the Kaliningrad Oblast Administration. The project included reform of the fishing complex, the fishing fleet and the on-land fishing industries to cope with the changing nature of international markets. This involved fleet rationalisation, joint ventures and access agreements, improvements in the production and packaging of fish for international markets and the production and distribution of low-cost fish products for national markets. The project required a thorough assessment of the existing situation, preparation and implementation of a phased action programme and establishment of a Fish Industries Advisory Centre.
