Transparency Gap Analysis – Africa

Project Summary: MacAlister Elliott and Partners Ltd. (MEP) was contracted by WWF USA to complete a Transparency Gap Analysis of IUU fishing in industrial fisheries in African waters.


The main objective was to identify how transparent systems of fisheries governance are, with regard to what information is gathered and if the information is available to the public. Four key data sectors were investigated regarding availability and quality, including state licensing, MCS and catch reporting and trade systems. The research focused on a list of countries identified by WWF USA, which included South Africa, Seychelles, Madagascar, Mozambique, Namibia, Tanzania, Comoros, Mauritius and Kenya. Outputs included visual GIS maps, data tables and a transparency scoring and ranking system designed by MEP.
